The ecosystem-based management of boreal forest in Quebec

The ecosystem-based management concept is relatively recent in Quebec. Its gradual setting-up joins in the renewal of the forest practices to answer more adequately the ecological concerns inherent to the concept of sustainable forest development, which contains legal fondations in the law on forests.

Bill on the occupation of the forested territory

The implementation of a lasting approach of development, ongoing climatic changes, the cohabitation of the numerous manners of the forest as well as the availability of a work force qualified for occupying available jobs make left big economic stakes of the forest for the communities which depend on it.

Further to the store of the green book The forest, to construct Quebec of tomorrow and in its public consultation, a working document The occupation of the forested territory of Quebec and the constitution of the societies of development of forests, was deposited put down the National Assembly of the Natural resources and Fauna. This document specifies governmental vision for a renewed forested regime.

A bill was introduced on June 12th of this year in the National Assembly. It lays the foundations of a management integrated and regionalized by means and by territory, instituting a forested regime centered on preservation and durability of forested heritage. It is structured according to concepts broadly shared by the actors implicated in the development of forests:

  • The installation of a competitive market of wood,
  • The abandonment of the contracts of supply and forested development (CAAF) for guarantees of supply,
  • The implementation of a gouvernance regionalized with that of the regional commissions on means and the territory (CRRNT), who assure the institution of tables their tower in which participate the various groups of actors concerned by the development of forests,
  • The adoption of a strategy of lasting development of forests,
  • Elaboration and installation of an approach of ecosystematic development and integrated management of means and forested middle,
  • The demarcation of zones of intensive forestry (ZSI),

The demarcation of a zone of forest of nearness made available for the local and autochthonous communities.

The bill N. 57 (Law on the occupation of the forested territory) will replace actual Law on forests and come into force as from April 1st, 2013. By then, transitional measurements are envisaged to assure a gradual passage towards new forested regime of Quebec.
