The ecosystem-based management of boreal forest in Quebec

The ecosystem-based management concept is relatively recent in Quebec. Its gradual setting-up joins in the renewal of the forest practices to answer more adequately the ecological concerns inherent to the concept of sustainable forest development, which contains legal fondations in the law on forests.

The revision of the Quebecois forest regime

The rise of the Canadian dollar, that of the oil price, the slowing down of the American market of the construction and the rise of the international competition, form the weft conditions through which the Quebecois forest industry in 2009 maneuvers. These conditions also accentuated certain difficulties of the current forest regime, its regulations and his organization.

The industry asks for more flexibility within the framework of management current and the adoption of an approach by results(profits). The society requires a bigger empowerment of the speakers and a more transparent management. We also have to make more place to the new players of the industry and this requires to see again methods of allocation. The already established players must be able to count on a guarantee of supply. So, a management that we wish long-lasting forests, imposes now a redefining of the roles and the responsibilities appropriate for the diverse speakers and the users of the forest. New places of exchanges have to be created and it is more necessary than convenient to support the innovation in all the sectors and the fields of activity.

Further to the recommendations stemming from the Committee Coulombe and to the Summit on the future of the Quebecois forest sector held in 2007, a green Book was deposited by the governmental authorities in February, 2008 as well as a working document in June, 2008. A parliamentary committee was held autumn, 2008 and a bill is planned in 2009. The green Book proposes 5 objectives to redefine the model of management of the Quebecois public forest: 1. Endow Quebec of a real strategy of industrial development and a culture of the wood,
2. Build the forest heritage of Quebec in a context of management integrated by the resources and by the sustainable development,
3. Entrust to the regional circles of new responsibilities in management of the forests of the domain of the State,
4. Offer to companies the possibility of reassuring a part of their supplies and of creating a competitive market of wood from the forests of the domain of the State,
5. Make sure that the forest management joins in the reality of climate change.

The consultations held on the green book allowed to collect 110 reports among which 16 resulting of the Regional Conferences of the Elected representatives ( CRÉ), 3 resulting of autochtonous groups and 91 of the diverse groups and the individuals.
