The ecosystem-based management of boreal forest in Quebec

The ecosystem-based management concept is relatively recent in Quebec. Its gradual setting-up joins in the renewal of the forest practices to answer more adequately the ecological concerns inherent to the concept of sustainable forest development, which contains legal fondations in the law on forests.

The simple common foundations and the constellations
Within the framework of a lexicometric analysis made on the reports put down during the audiances of the Committee Coulombe, certain terms showed themselves strongly indicators of an ideological cleavage between the various groups of actors of the forestry in Quebec.
Abstract model of the empirical foundations
The simple common foundations : correspond to the ideas-centres most frequently evoked.
Constellations : systems of ideas containing at least two poles or a strong element and another satellite
The empirical foundations
1- The simple common foundations
Transformation :idea associated to that of the added value and to products stemming from the forestry development. Idea at first supported in the political middle, then in the economic middle.
Rights :idea strongly evoked by the actors of the group of the autochtonous communities.
Rresearch :idea generally evoked as an end, supporting the importance to increase the research effort. Idea strongly supported at the actors belonging to the sphere of the culture, which includes the research bodies.
Role :this idea refers to the role of the actors but also to that of the forest and the big functions which it supports. Strong idea especially in the associative middle and in that of cooperatives.
2- The constellations
Criteria :foundations connected in this idea-centre are rather diversified. They refer to the eligibility of certain silvicultural treatments, to the eligibility for certain programs and for certain provisions, but especially for the respect for the general principle of durability. The actors of the social sphere and particularly the environmental groups are made the first bearers of such a foundation.
Information :idea comparable to that educational. The idea-centre seems to behave appreciably in a similar way in that of criteria, as for the relative membership of the different groups of actors, but of a way less pronounced at the actors of the agricultural world and at the actors of the group of the autochtonous communities.
Standard :refer indirectly to the different systems of certification compared to the environmental management. Also refer at the idea of performance and indirectly to that of results. The idea-centre appears at first in the economic and social spheres. The idea-centre is particularly strong at the actor's of the industry.
Decentralization :the ideas and centres local and regional development, taken in hand, consensus and know-how are excellent satellites of the idea of decentralization. Idea strongly supported mainly at the actors of the political scene of the municipal and regional middles.
