Its gradual setting-up joins in the renewal of the forest practices to answer more adequately the ecological concerns inherent to the concept of sustainable forest development, which contains legal fondations in the law on forests.

The forest and its management facing many actors in Quebec. They are involved in the public commissions and the various consultations provided for laws, for guiding the management of the public forest and its development. These actors come from each of the major spheres of intervention (economic, political, social and cultural). They also represent a great diversity of uses and interests.

The classification of actors of the forest in Quebec, as presented here, gives an angle of view optimal on the phenomena of social action in relation to the forest and its uses. Also for each category of actors, their ideological positioning relative to other groups and according to different models of which two theoretical and empirical.
