The ecosystem-based management of boreal forest in Quebec

The ecosystem-based management concept is relatively recent in Quebec. Its gradual setting-up joins in the renewal of the forest practices to answer more adequately the ecological concerns inherent to the concept of sustainable forest development, which contains legal fondations in the law on forests.

The forest certification aims at guaranteeing that forests are managed in the respect for the on a local scale regional and national values.

The green paper on the new forest regime

The green paper proposes a redefining of the model of management of the public forest. The decrease of the attributions of the order of 20 % further to the recommendations of the report Coulombe, the integration of the activities of transformation which affects the industry and the massive dismissals during the last years, act in situation to exercise a pressure of economic order on the motives supporting some of the proposed changes. The principle of durable development which joins as foundation of the organizational vision of the MRNF (Ministère des Ressources naturelles et de la Faune), comes to mark out concretely some of the propositions registered in the green paper.

Nine orientations of the green book:

* Support the development of the resources by the setting-up of a zoning of the territory;
* Redefine the role of the ministry of natural resources and the fauna (MRNF) on its fundamental responsibilities;
* Entrust to regional actors of the responsibilities in management of the public forests;
* Entrust to companies of organization guaranteed the realization of the forested interventions;
* Promote a management centred on the infringement of durable results and the empowerment of the administrators and the planners;
* Favor a stable supply of ligneous material by establishing a right of first buyer;
* Establish a competitive market of wood resulting from public forests;
* Create a silvicultural investment fund for the extensive forestry;
* Be equipped with a strategy of industrial development centred on the products of the wood with strong added value.
