The ecosystem-based management of boreal forest in Quebec

The ecosystem-based management concept is relatively recent in Quebec. Its gradual setting-up joins in the renewal of the forest practices to answer more adequately the ecological concerns inherent to the concept of sustainable forest development, which contains legal fondations in the law on forests.

The new approach of affectation of the public territory

The consultation joins in an exercise which the ministry of natural resources realizes in a periodic way: let be the update of the plan of affectation of the public lands of the province (Ressources naturelles, Faune et Parcs, 2003). The foregrounds had been realized at the beginning of the years ' 1980 ' and appeared in the form of maps. To answer better the very current privileges in integrated management, the Ministère des Ressources naturelles, de la Faune et des Parcs presents a mechanism revised by realization of the plans of affectation of the public lands. This revised mechanism was presented at first to the partners and the other governmental bodies. Afterward, it was presented to the population by means of a public consultation. A provincial tour relative to this consultation was held in October, 2003 and allowed to harvest 17 memories and opinion.

In a general way, a consensus lives in the effect that a minimal level of transparency is acceptable. The division of the territory puts also certain anxieties for some. These last ones mention that the exercise of consultation of the new plans of affectation must be entrusted to a neutral and independent body.
