Methodological approach
The written reports and the recordings of the debates relative to a consultation rarely take a directly useful shape in an analysis of contents. At first, to facilitate the participation, the rules of editorial staff of the memories(reports) remain generally rather wide. Some memories will respect strictly the rules of the art, will contain a table of contents, appendices, letter of presentation; while the others will limit themselves almost exclusively to the contents. A preparation of the material becomes thus essential to introduce a certain standardization.
The method presented here contains three parts; the one qualitative, the other one quantitative and the semi-qualitative intermediary.
